Kazakh Anti-Corruption Agency develops map of corruption risks
It will become a guideline for the work of territorial bodies in a particular region.
The Anti-Corruption Agency has developed a map of corruption risks for each region and city of republican significance, El.kz reports.
The document includes topical issues that cannot be solved due to the lack of transparency of processes, the presence of administrative barriers, the incompetence or arbitrariness of officials, and the imperfection of legislation. As a result, corruption schemes and opportunities for illegal resolution of issues, hidden by the current norms and rules, arise on this basis.
It is expected that the risk map will become a guide for the work of territorial bodies in a particular region. In addition, the map will become the basis for assessing the quality of work.
It is planned to assess corruption risks on the map in several ways:
1. Internal evaluation — depth and completeness of measures taken. Within its framework, the professionalism of employees and the workload will be evaluated.
2. Public control - the impact of the activities of a particular leader in the region on the eradication of corruption and the elimination of "problem" zones. Here, the assessment tool will be surveys of the population, business, NGOs.
Together, the card will give a specific assessment of the manager, which will give an understanding of whether he copes with his work or not.
"The head should proceed from the existing socially significant problems in the region, propose and implement effective measures to solve them. The main criterion is that the results are significant and useful for citizens and entrepreneurs of the region," Olzhas Bektenov said.
Another evaluation criterion is the real amount of money, the irrational or criminal use of which was prevented.
At the same time, the card does not weaken the fight against corruption, but on the contrary, aims to act more effectively, triggering preemptively.
"We proactively inform the akim of the region and the relevant ministry about the identified risks and achieve high-quality and timely construction and commissioning of the facility. Civil servants and contractors who have committed violations, depending on the severity of the act, are punished in disciplinary, administrative or criminal proceedings," the head of Anti-Corruption Agency said.
At the same time, no one cancels the principle of the inevitability of punishment. And in the event of a complaint or signal of corruption, any employee is obliged to ensure the lawful consideration and completeness of the measures taken.
