Kazakh Minister of Labor tells about improving life quality of people with disabilities

The Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Tamara Duisenova at a meeting of the Government spoke about the measures taken to improve the quality of life of people with disabilities in Kazakhstan, El.kz reports.

At the beginning of her speech, Tamara Duisenova noted that in June the Head of State signed a law providing for additional measures to improve the quality of life of people with disabilities. More than 300 by-laws will be updated in its implementation by the end of August.

Today, about 700 thousand people with disabilities live in Kazakhstan. = 60% of these are people of working age, 26% are of retirement age, 14% are children. For their integration into society, step-by-step systemic measures are being taken.

The first is the establishment of disability.

In pursuance of the instructions of the Head of State, the transition to a proactive format for establishing disability or the so-called absentee examination has begun. Its essence lies in the fact that information on the state of health and the conclusions of doctors on the degree of disruption of the vital activity of a citizen through medical information systems enter the centralized database of persons with disabilities of the Ministry of Labor.

To date, more than 25 thousand cases or 21% of the total number of public services in this area have been considered in a proactive format.

Secondly, services and technical aids are provided through the Social Services Portal, where persons with disabilities choose them independently in accordance with an individual rehabilitation program.

The Minister noted that there are still questions about the quality of rehabilitation equipment and the pricing policy adhered to by suppliers.

"In this regard, the standards of services and means of rehabilitation, pricing policy and conditions for the registration of suppliers on the Portal will be revised, including through the introduction of the principle "money for service recipients". These measures are aimed at further development of the services market and stimulating suppliers to fair competition," the head of the ministry emphasized.

The third is the availability of facilities or the provision of a "barrier-free" environment.

To monitor measures for the adaptation of local facilities and the accessibility of this information to persons with disabilities, the portal "Interactive Accessibility Map" is functioning, where information is filled in by local executive bodies, and accessibility assessment is made directly by persons with disabilities and their associations.

The fourth is the gradual liberalization of the market of special social services.

"Today, this market is represented by about 900 organizations of the private, public and non-governmental sectors. They provide 8 types of state-guaranteed services established by the law "On Special Social Services".

An important result of this area of work is that in recent years, 770 children with disabilities have returned to their families from boarding schools, and about 800 parents were able to find a job, transferring care for their children to the day departments of social organizations," said Tamara Duisenova.

The fifth is to ensure the employment of persons with disabilities.

The Minister said that within the framework of the National Project for the Development of Entrepreneurship, employment of 9 thousand persons with disabilities is provided. To date, about 3 thousand of them are employed in permanent jobs.

The sixth is a comprehensive system of social support for persons with disabilities.

This year, more than 600 billion tenge has been allocated from the state budget for the implementation of social support for persons with disabilities.

At the end of her speech, Tamara Duisenova said that further measures to improve the quality of life of persons with disabilities are provided for in the National Plan for further modernization of social services, developed in pursuance of the instructions of the Head of State. Its implementation will include the joint participation of social partners, persons with disabilities and their families. Submission of the Plan to the Government for consideration is planned in September this year.
