The Ministry of Labor and Social Protection of the Population has introduced the correspondence format for conducting medical and social expertise, the main purpose of which is to simplify the procedure for determination of disability, Kazinform correspondent reports.

The pilot of the correspondence format of medical and social expertise (MSE) is carried out as part of the execution of the President's instruction given on February 25, 2021 at the fifth meeting of the National Council of Public Trust.

"Persons with disabilities had to apply to various authorities in order to determine disability, receiving benefits and technical means of rehabilitation. First, a person with a disability goes to a medical institution for examination, then with paper documents goes to the MSE department to determine disability. After that, the application for the benefit is automatically sent to the state corporation, and for registration of means of rehabilitation and receipt of social services, a person with a disability must contact the department of employment and social programs of local executive bodies, " Anar Yerembayeva, head of the MSE department of the Committee of labor, social protection and migration of the Ministry Ministry of Labor and Social Protection of Population of Kazakhstan said.

In order to exclude the movement of persons with disabilities in different instances, to exclude paperwork, a pilot project of the correspondence format of the MSE has been introduced, the main purpose of which is to simplify the procedure for determination disability by applying the service recipient only to a medical institution.

The transition to distance examination excludes direct contact of the customer with the service provider, thereby reducing corruption risks;

provides transparency of MSE`s expert decisions;

automates the business process of providing public services for the establishment of disability and the definition of social protection measures for persons with disabilities;

removes administrative and bureaucratic barriers.

As the head of the department added, the pilot project was launched in all 17 regions. MSE is conducted by extraterritorial experts from different regions on the basis of impersonal medical records.

"In general, it was planned to cover up to 20% of persons with disabilities from the number of persons examined with this integrated approach. As of July 4, more than 26 thousand applications for absentee examination were received, which amounted to 21.4% of the public services provided," Anar Yerembayeva explained.

On June 27, the Head of State signed the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Improving the Quality of Life of Persons with Disabilities", which provides for a norm on the correspondence conduct of medical and social expertise.
