UNICEF regional director notes positive results of President Tokayev’s child protection reforms

State Counsellor Yerlan Karin and UNICEF Regional Director for Europe and Central Asia, Regina De Dominicis held meeting in Almaty, El.kz reports .

The parties discussed the dynamics of reforms in the field of child protection and the further development of joint projects.

At the beginning of the conversation, Yerlan Karin emphasized that the safety and well-being of children remain key priorities of state policy. He noted that the Head of State pays special attention to systemic support for children and the creation of legislative mechanisms that enable effective responses to challenges in this area.

According to him, Kazakhstan has built a strong regulatory and institutional framework for child protection. The country is already implementing the Law on Ensuring the Rights of Women and the Safety of Children, which introduces liability for bullying and toughens penalties for all forms of violence. As a result, there has been a steady decrease in serious crimes against children — by 30%, and crimes against the sexual integrity of minors — by 12.5%.

Amendments have also been made to seven legislative acts concerning family support infrastructure, housing issues, violence prevention, and the prevention of suicides among children. Work to improve the protection system continues.

Another area of reform has been strengthening regional mechanisms: new child rights departments are being created and the staff of guardianship authorities is being expanded, which improves the quality and accessibility of assistance.

The UNICEF Regional Director praised Kazakhstan’s efforts. Regina De Dominicis highlighted that the country is demonstrating significant results not only at the regional level but also in comparison with several European states. She noted Kazakhstan’s progress in a number of areas assessed in the MICS-2024 study and expressed readiness to recommend the country’s best practices to others as successful examples.

Following the meeting, the parties confirmed their readiness to continue cooperation and expand joint initiatives aimed at protecting and developing children.
