Tokayev proposes restructuring of relations "citizen - business - state" - expert
Political scientist, Chairman of the Board of the Analytical Center on Globalization and Regional Cooperation Stepan Grigoryan, commenting on the President's Address to the people of Kazakhstan, noted the important points of his speech. According to the expert, Kassym-Jomart Tokayev in his September Address identified landmarks that are significant for society.
"The Address of President Kassym-Jomart Tokayev to the people of Kazakhstan of September 1, 2022 shows that after the support of citizens for the course of political modernization of the country following the results of the national referendum on amendments and additions to the Constitution of the Republic of Kazakhstan in June, ensuring stability in society through the involvement of citizens in the management of the state, the reduction of the powers of the President with the simultaneous increase in the role of the Parliament, the modernization of the electoral system through the introduction of the institution of observers in the elections, the holding of elections to the Mazhilis under a mixed electoral system, the reduction of the threshold for access of the parties, the simplification of party registration procedures, the abolition of the death penalty at the constitutional level, the transition from permissive to notification procedures for holding rallies and much more. The President of Kazakhstan is already proposing deep structural and economic transformations in the country, in continuation of these political reforms. In fact, he proposes a restructuring of relations in the triad "citizen - business - state", Grigoryan emphasized.
According to the political scientist, there are several important steps that are planned to be implemented by the country's leadership in the coming years: ensuring equality of opportunity and justice for all; guaranteeing a high level of public goods and supporting socially vulnerable categories of the population. Establishment of an appropriate institution of the Ombudsman under the President; support for economic freedom; development of small and medium-sized businesses; strengthening the fight against the raw material dependence of the economy and low labor productivity, and more.
