Kazakhstan sets to implement 140 projects in manufacturing sector by 2029

Prime Minister Olzhas Bektenov held a meeting on the development of infrastructure in special economic and industrial zones, in line with the instructions of President Kassym-Jomart Tokayev aimed at increasing the country’s industrial potential. The meeting was attended by the Ministers of Finance, Industry and Construction, as well as the management of the Baiterek Holding and the Industrial Development Fund.
According to the Ministry of Industry and Construction, Kazakhstan currently has 17 special economic zones and 66 industrial zones, within which 860 projects have been implemented, with a total volume of private investments exceeding 5.7 trillion tenge and the creation of more than 57.2 thousand jobs.
It was noted that the readiness of infrastructure is a key factor in determining the investment attractiveness of industrial sites. In this regard, work is actively underway to construct additional infrastructure, including substations and transport networks.
To reduce the burden on the republican budget, the Government is taking measures to attract off-budget funding, including cooperation with international financial organizations.
As a result of providing infrastructure by 2030, it is planned to implement around 200 new projects in the territories of special economic and industrial zones, which will make it possible to create new jobs and ensure growth in the manufacturing industry. In addition, in the manufacturing sector, 140 projects are planned to be commissioned during the period from 2025 to 2029.
Overall, the implementation of these projects will contribute to Kazakhstan’s economy through an increase in the gross value added of the manufacturing sector.
The Prime Minister instructed the Ministries of National Economy, Industry and Construction, Finance, as well as the Baiterek Holding, to submit a final decision on funding sources by January 15, 2026, and to immediately begin implementing the project to provide the necessary infrastructure to special economic and industrial zones.
