Kazakhstan plans to train one million people in AI skills by 2030

In Kazakhstan, the development of technology and artificial intelligence (AI) is viewed not as a threat, but as an opportunity for citizens’ professional growth. The government aims to turn technological change into a new stage of economic and labor market development, Dmitry Moon, Vice Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan stated, El.kz reports.
According to him, automation may indeed affect certain professions, but the government has already begun implementing a large-scale program to retrain citizens.
“We have a plan through the end of 2029 — we will train one million people. The Astana Hub platform already offers the first free video lessons, where users can study with tutors, coaches, and experts, including in the field of artificial intelligence,” Moon said.
The vice minister emphasized that the main goal of the program is to prepare people for new, in-demand professions related to digital technologies. Government ministries are jointly developing training courses, including programs on data labeling for AI systems — a key profession without which neural networks cannot be trained.
In addition, experts are analyzing which functions within organizations can be safely automated to improve efficiency without reducing quality. Moon noted that artificial intelligence can handle routine and repetitive tasks, allowing people to focus on more complex and creative aspects of their work.
He added that, in the long term, the integration of AI will help enhance the efficiency of public administration and optimize internal processes. At the same time, he stressed that technology will not only replace certain professions but also create new opportunities for growth.
“I’ll name one example — programmers. They are not afraid of AI; on the contrary, they use it to boost their productivity. If previously a programmer could build one website in two weeks, now, with the help of AI, they can do it in just one day,” Moon added.
The ministry believes that the development of artificial intelligence will become a driver for the professional modernization of Kazakhstan’s workforce and help the country secure a strong position in the global digital economy.
