The Ministry of Internal Affairs of the Republic of Kazakhstan has drafted amendments to the Rules Governing the Entry and Stay of Immigrants, providing for the introduction of an electronic entry authorization for foreign nationals and stateless persons seeking to enter the country, El.kz reports.
According to the draft document, the new system is intended to enhance the transparency, timeliness, and completeness of migration flow management and monitoring. The issuance of entry authorizations is expected to be carried out entirely through an electronic application process.
The draft also provides for a differentiated service fee for the issuance of electronic entry authorizations. According to the Ministry of Internal Affairs, the service fees collected will be allocated to the technical maintenance of the system, the modernization of the digital infrastructure, and the strengthening of personal data protection measures.
The implementation of the new mechanism is proposed to take place in phases between August and December 2026. As stated in the explanatory note accompanying the draft, the phased approach will facilitate the gradual adaptation of operational capacity and border crossing point infrastructure to the new system.
The draft regulatory legal act has been released for public consultation, which will remain open until 17 August 2026. If adopted, the electronic entry authorization will become a new mechanism for processing the entry of foreign nationals into Kazakhstan.
