Kazakhstan intends to create single cadastral passport of real estate object
Senators in the first reading approved a bill concerning amendments to the land code and the law on state registration of rights to real estate, El.kz reports.
The amendments are designed to simplify a number of procedures for Kazakhstanis. Thus, the process of granting rights to land plots will be transferred to electronic format. To do this, a new article will be introduced into the land code, and the procedure for granting rights will be prescribed in it.
According to the plans of the Ministry of Digitalization of the Republic of Kazakhstan, the innovation will give full access to the population and business to information about the land fund and real estate objects of the republic.
In particular, the draft law proposes the creation of a "public cadastral map", which will simplify the access of Kazakhstanis to information on land resources in the Republic of Kazakhstan. The map will be interactive, it will collect all the data on the plots from all types of cadastres.
In addition, it is planned to introduce a single state cadastre of real estate, which will combine both land and legal cadastres. It will collect all the information about the land plots. It will include such data as a description of the site, the area of plots or real estate, and information about the owners.
Also, within the framework of the amendments, it was proposed to create one single document for the land plot and real estate, which will be called the "Cadastral passport of the real estate object". All this should save citizens both time and money.
It should be noted that the introduction of an electronic procedure for the provision of land plots will be introduced in Astana, Almaty, Shymkent, as well as cities of regional and district significance. At the same time, the project will not include the land of settlements and villages. In total, the innovation should cover 89 cities, - noted in the Ministry of Statistics of the Republic of Kazakhstan.
By combining all information systems, digital control over the progress of applications will be ensured. Unjustified refusals by state bodies will also be suppressed, the ministry said.
The procedure for submitting applications will also change. So, first, citizens need to submit an application through the portal of the "electronic government" using the public cadastral map of the Unified Cadastre. At the same time, it is not necessary to visit the local executive body.
First, the citizen himself forms a scheme of the site he needs on a public map. Next is the signing of an application on the eGov portal, which is sent for consideration to the local executive body.
