Kazakhstan integrates AI into school education

Kazakhstan has begun implementing national standards for the use of artificial intelligence (AI) in secondary, technical, and post-secondary education. A joint order by Minister of Education Gani Beisembayev and Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev approved the “Conceptual Framework for AI Implementation for 2025–2029,” El.kz reports.

“We develop a unified national standard — from ethics to data protection. The innovations cover curricula, teacher qualifications, digital textbooks, and knowledge assessment methods,” the Ministry of Education of Kazakhstan stated.

What the new standard includes:

• integration of AI-related topics into curricula, digital textbooks, and project-based learning;

• development of AI literacy among schoolchildren;

• professional development of teachers under a three-level model: Acquire – Deepen – Create;

• protection of children’s rights and the professional authority of teachers;

• unified rules of academic integrity and ethics in the use of AI in schools and colleges.

Elements of AI will already be introduced in the subjects “Digital Literacy” and “Informatics”starting from the 2025–2026 academic year.

In developing the concept, Kazakhstan is guided by UNESCO and OECD recommendations, including principles of ethics, transparency, and human-centeredness.

Risks and challenges:

• schools’ infrastructural readiness, especially in rural areas;

• the need for large-scale teacher retraining;

• protection of personal data when using AI services;

• digital inequality between regions.

The approved concept is an important step for Kazakhstan. It not only enables the adoption of technologies but also sets legal and ethical frameworks for their use.
