Kazakhstan implements inclusive education and becomes leader in global discussion

Inclusive education is a system in which all children — regardless of physical, mental, behavioral, or social characteristics — study together and have equal opportunities for development. This model involves adapting the learning process, training teachers, ensuring access to infrastructure, and providing psychological support so that every child can realize their potential, El.kz reports.
How inclusive education works worldwide
The first steps toward an inclusive model appeared in Europe and North America at the end of the 20th century. Today, in Finland, inclusion forms the foundation of the entire school system, with support provided to children from an early age. In Canada and the United States, schools are required to create individual learning plans and provide tutors. In EU countries, digital technologies and universal design principles are being implemented. Singapore and Japan actively use assistive technologies and interagency family support systems.
Global practice shows that inclusion is not only about children with special needs — it is about creating a society where everyone feels accepted and valued.
Kazakhstan: from legislation to international recognition
Inclusive education is one of the priorities of Kazakhstan’s state policy. President Kassym-Jomart Tokayev emphasized the importance of creating equal opportunities for all children.
In 2021, the country adopted the Law “On Amendments and Additions to Certain Legislative Acts on Issues of Inclusive Education”, which became a key step toward establishing special conditions at all levels of education, training teachers, creating an accessible environment, and protecting every child’s right to education.
In just four years, Kazakhstan has not only actively implemented inclusion but also gained international recognition. At the world’s largest educational exhibition, Bett Show in London, it was announced that the first World Inclusion Congress would take place in Kazakhstan.
World Inclusion Congress (WIC 2025) in Almaty
The Congress will be held with the support of the Ministry of Education of the Republic of Kazakhstan and the Akimat of Almaty. It is organized by the International Forums of Inclusion Practitioners (IFIP, UK) and the Kazakhstani HOPE Foundation (Help Others Pursue Education).
WIC 2025 will bring together leading global experts and practitioners in the field of inclusive education. The forum will focus on practical solutions and modern approaches — implementing inclusion in practice, developing the “pedagogy – technology – business” interaction model, and integrating artificial intelligence and digital tools into educational processes.
Over 1,200 participants from 40 countries are expected, including ministers, representatives of the UN and UNESCO, international experts, top universities, research institutes, and EdTech companies. The presence of major global corporations will give the event strategic importance and open new opportunities for investment and international cooperation in Kazakhstan.
The Congress program will feature the roundtable “Global Trends in Inclusive Education: Challenges and Solutions”, plenary sessions on international cooperation, innovation policy, and knowledge exchange, as well as an innovation exhibition showcasing digital solutions, educational technologies, and tools for creating accessible learning environments.
The key outcome of the Congress will be the Almaty Declaration on Inclusive Education — an international document that will define the main directions for developing inclusive policies on a global scale.
The results of the Congress will serve as the foundation for new initiatives, partnerships, and projects aimed at building an accessible and equitable educational environment. Kazakhstan is taking confident steps toward making the education of the future inclusive, technological, and fair for all.
