Kazakhstan has launched a pilot project entitled “Register of Mandatory Requirements in the Sphere of Entrepreneurship”, which uses AI to systematize legislative requirements applicable to businesses. The service is intended to make it easier for entrepreneurs to find up-to-date regulatory requirements and reduce the administrative burden, El.kz reports citing the Ministry of National Economy of Kazakhstan.
How the new service works
The project is being implemented by the Ministry of National Economy jointly with the Ministry of Artificial Intelligence and Development of the Republic of Kazakhstan pursuant to the President’s Address to the People of Kazakhstan dated 8 September 2025, “Kazakhstan in the Age of Artificial Intelligence.”
The service is powered by artificial intelligence algorithms. They analyse legislation currently in force, identify mandatory requirements applicable to entrepreneurs, systematize the relevant information, and monitor its currency and updates.
For businesses, this approach is expected to reduce the time required to identify regulatory requirements applicable to a particular type of activity. Entrepreneurs receive structured information, enabling them to more quickly determine which requirements must be complied with in the course of their operations.

The large volume of regulatory documents makes it difficult to independently identify applicable requirements, particularly when legislation is amended. Automated processing enables new requirements to be identified more promptly and legislative changes to be reflected in business operations.
The system is also intended to reduce the risk of inadvertent non-compliance with applicable regulatory requirements. A user-friendly information structure helps entrepreneurs navigate the regulatory framework without having to manually review a large volume of legal and regulatory acts.
Where the service is available
The new functionality is already available on the digital AI platform for businesses. It is expected to be launched on the eGov Business portal in the near future.
As the project is currently operating in pilot mode, its developers are accepting proposals and feedback aimed at further improving the service.
