Kazakhstan has expanded the list of participants eligible for the “With a Diploma to the Village” programme. Specialists in digital technologies and archival affairs will now be able to receive government support when relocating to rural areas, El.kz reports, citing the Ministry of National Economy of the Republic of Kazakhstan.
The amendments were established by an order dated September 29. The new rules also apply specifically to specialists who, after completing their education, return to a rural area to work and reside there permanently.
Previously, the programme covered healthcare, education, social protection, culture, sports, the agro-industrial sector, and civil servants working in rural akimats.
Support measures may be received within three years of arrival and registration at the place of employment. After this period, the right to the relocation allowance and preferential housing loan is forfeited.
The one-time allowance amounts to 100 MCI (monthly calculation indices). In 2026, this amounts to KZT 432,500.
A budget loan of up to 2,500 MRP is available for the purchase or construction of housing in district centres. In monetary terms, the maximum amount is KZT 10,812,500.
In other rural settlements, the limit is 2,000 MCI, or KZT 8,650,000.
The loan is provided for a period of up to 15 years at an annual interest rate of 1%. These terms were also in effect previously.
Only one spouse in a married couple may receive a housing loan in the same locality. In addition, the specialist, their spouse, and their children must not have owned residential property in the respective district or city during the previous two years.
The rules also introduce grounds for temporarily suspending the provision of the service. These include a state of emergency, an emergency situation, a prolonged business trip, or inpatient medical treatment.
Recipients of government support are required to work for a rural organization for at least three years.
The order was published on October 5. The amendments will enter into force on October 16.
