Government of Kazakhstan and Asian Development Bank plan to implement 15 new projects worth $5.5 bln

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov and President of the Asian Development Bank (ADB) Masato Kanda discussed the development of investment cooperation and financing of infrastructure and socially significant projects in line with the strategic priorities outlined by President Kassym-Jomart Tokayev, El.kz reports citing primeminister.kz.

The meeting covered projects in transport and logistics, emergency response, digital technology development, the housing market, green financing, and other areas. The parties noted the potential for expanding cooperation in artificial intelligence, construction of data centers, deployment of fiber-optic backbone networks, digitalization of transport corridors, and modernization of customs procedures. Progress in implementing a public-private partnership project for the construction of a 300-bed university hospital in Karaganda was also reviewed. The hospital is intended to train medical personnel and conduct research with subsequent integration of results into practical healthcare.

The Prime Minister emphasized that President Kassym-Jomart Tokayev attaches special importance to comprehensive cooperation with the Asian Development Bank as one of Kazakhstan’s key partners in infrastructure modernization. The partnership is focused on transforming economic development with an emphasis on quality growth and improving citizens’ well-being.

ADB President Masato Kanda highly praised Kazakhstan’s structural reform efforts, including strengthening the resilience of the financial sector, and expressed interest in supporting large-scale digitalization across economic sectors.

A Memorandum of Understanding was signed between the Government of Kazakhstan and the Asian Development Bank on the implementation of 15 prospective projects totaling approximately $5.5 billion for the period from 2026 to 2029. The document opens opportunities for launching major new initiatives in the economy. Planned projects include regional connectivity, disaster resilience, water resource management, housing and utilities development, and advancement of the national housing market. ADB will also continue financing the private sector, including projects in agriculture, transport and logistics, and other areas.

In addition, an agreement was signed between KazAvtoZhol National Company and ADB for the construction of a 102-kilometer bypass road around the city of Saryagash with access to Uzbekistan via the B. Konysbayev border crossing. The new road will redirect transit traffic outside the populated area, enhance safety for residents, accelerate road connectivity, and increase trade efficiency between Kazakhstan and Uzbekistan.
