EEC Council postponed the introduction of SOS buttons for vehicles in Kazakhstan

At the initiative of Kazakhstan, the Council of the Eurasian Economic Commission, at a regular meeting held online on February 15, 2023, extended for 1 year the deadline for putting into effect the mandatory equipment of personal vehicles with the SOS button, El.kz cites Kazakh Ministry of Trade and Integration.

The Kazakh side at the meeting was headed by Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin.

The requirements for equipping emergency and operational services call devices (SOS button) for personal vehicles of category N and M (cargo and passenger) imported into the territory of the EAEU countries are defined by the technical regulations of the Customs Union.

Earlier, until February 1, 2024, official importers and manufacturers of vehicles of these categories of the EAEU countries were exempted from these obligations.

At the same time, this extension did not apply to citizens who purchased vehicles of these categories for their own needs, a transitional period was provided for them, until February 1, 2023. Taking into account the appeals of car owners to the high cost of installation (almost 25% of the cost of customs clearance, depending on the year of manufacture), the shortage of microchips and the lack of components for the manufacture of SOS buttons, the Kazakh side raised the issue of extending the mandatory equipment period also for a year.  The members of the EEC Council unanimously supported this proposal. Now vehicles of categories M and N imported for their own needs into the territory of the EAEU countries are exempt from the requirement of mandatory equipment with emergency and operational services call systems until February 1, 2024.

Another extension was made for the transition from paper to electronic passports of self-propelled vehicles and other types of equipment. On behalf of the EEC Council dated January 25, 2023, in the first half of the year, it is necessary to develop a new architecture of electronic passport systems and an algorithm for information interaction between the systems of the EAEU member states, and the transition period established in 2022 expires on April 1, 2023. Thus, in order for the decisions taken earlier not to affect the freedom of circulation of self-propelled and other equipment on the territory of the EAEU, the EEC Council decided to postpone the end of the transition period for the issuance of electronic passports until June 30, 2023.

Also, the EEC Council made a number of clarifications to the list of products subject to quarantine phytosanitary control at the customs border. In order to reduce the risks of penetration and spread of the kaprov beetle on the territory of the Union, special quarantine phytosanitary requirements for its absence have been established. Amendments have been made to the list of exemptions of the Republic of Kazakhstan in respect of containers and parts of gas turbines with a capacity of more than 5,000 kW, but not more than 50,000 kW, to the technical regulations «On the safety of poultry meat and its processed products».
