Education and science enshrined in the Constitution as strategic priorities, Tokayev

President Kassym-Jomart Tokayev stated that the new People’s Constitution, for the first time, enshrines the development of human capital, education, science and innovation as strategic priorities of the state, El.kz reports citing Akorda.

The Head of State recalled that the new Constitution was adopted by national referendum and entered into force on July,1. It places particular emphasis on the education and public enlightenment system, while the development of science and human capital has been accorded constitutional status.

“The development of human capital, education, science and innovation is enshrined as a strategic priority,” President Kassym-Jomart Tokayev stressed.

The President linked the changes in the education sector to a broader reform of state institutions. Following the entry into force of the Constitution, a new unicameral Kurultai began its work in the country, the position of Vice President was introduced, the status of the Security Council was revised, and the Kazakhstan People’s Council was granted the right of legislative initiative.

Tokayev also highlighted the role of teachers. According to him, respect for educators is an indicator of the maturity of society, while teachers’ work is directly linked to the kind of future generation Kazakhstan will have.

“Deep respect for educators is one of the most important indicators of a mature and civilised society,” the President said.

According to the Head of State, the role of schools extends far beyond the transmission of knowledge. Teachers contribute to the development of educated, responsible and law-abiding citizens who are capable of taking responsibility for their own decisions.

The President stressed that young people should understand the direct link between education, hard work and success in life. According to him, prosperity should not be viewed as the result of chance or an easy path.

“Life is not a fairy tale. Only a well-rounded and educated person can achieve genuine success,” Tokayev noted.
