ASSEMBLY OF PEOPLE OF KAZAKHSTAN IS A UNIQUE PLATFORM FOR DIALOGUE AND EFFECTIVE PUBLIC RESOURCE MODERNIZATION

The delegates shared their experience and outlined plans to improve the activities that are extremely important for strengthening social stability at the Republican forum of the public consent councils (PCC) of the Assembly of people of Kazakhstan held in Petropavlovsk.

The forum was attended by Deputy Chairman of the APK – Head of Secretariat of the Executive Office of the President Leonid Prokopenko, Deputy akim of North Kazakhstan region Madiyar Kozhakhmet, Secretary of the party "Nur Otan" Farhad Kuanganov, head of the Department of interethnic consent of Ministry of Social Development Meiram Imanbayev.

The report of the Deputy Chairman of the APK – Head of Secretariat of the Executive Office of the President Leonid Prokopenko was distinguished by a substantive analysis of the activities of the public consent councils of the regions.

According to Deputy Chairman of APK, according to the results of the 3rd quarter there are 3014 councils of public consent in the republic, which is attended by 25 259 people.

Leonid Prokopenko placed special emphasis on the activities of the councils to ensure the effective use of local budgets and to promote advanced technologies in the agricultural sector. He recommended to make more active use of the unique dialogue platform of the Assembly, where representatives of both state bodies and the non-governmental sector can meet. As Deputy Chairman of APK explain, a variety of formats and configurations can be done.

The Assembly has established close cooperation with "Nur Otan" party. Its representative at the forum – Farhad Kuanganov told about the organization of party control over the implementation of large-scale social projects initiated by Head of State. He also expressed confidence that the qualitative changes aimed at improving the welfare of citizens will be supported and approved by the population.

Deputy akim of North Kazakhstan region Madiyar Kozhakhmet, chairmen of councils of public consent of APK of Almaty, North Kazakhstan, Pavlodar regions: Oralbek Zhakiyanov, Rashid Nadirov, Idiat Abdykalykov spoke at the forum as well.

Participation of CPC in monitoring effective utilization of local budget and in the promotion of advanced technologies in the agricultural sector at the forum said the Deputy Chairman of Council of Public Consent and APK of Kostanay region Aigul Issmagulova, Deputy Chairman of the Council of public consent of Sairam district APK of Turkestan region Yessirkep Zhailaubekov, Deputy Chairman of Ethno-cultural Association "Wynhua" of Zhambyl region Zainuddin Makhusseyev.

Experience in the organization of local government was shared by Deputy Chairman of the Council of Public Consent APK of East-Kazakhstan region Serik Orazbaiuly and Chairman of Moscow branch of "Turkish ethnocultural center "Ahyska" NGO Asker Piriyev.

The meeting at the local enterprise "Kyzylzhar su" was informative and interesting. It was organized for the participants of the forum by the members of Council of Public Consent headed by General Director of the partnership Zhenis Sultanov. This company has a work council, which decides many issues in a collegial manner taking into account the opinions of experts, representatives of public, veterans.

In the afternoon, Deputy Chairman of APK – Head of Secretariat of the Executive Office of the President Leonid Prokopenko held a meeting with the participation of the heads of the public consent councils. There was also a training on effective coverage of the activities of the public consent councils in social networks. It was held by a popular blogger Rinat Balgabayev. Head of Mediation Office of "Kogamdyk kelisim" RSI Gulbahsha Mussabayeva spoke on the use of mediation technologies to forum participants. There was also a tour of the Museum complex "Abylai Khan Residence" for the delegates who arrived to Northern Kazakhstan.
