Aida Balayeva reviews 2025 outcomes for Kazakhstan’s media sector

Minister of Culture and Information of Kazakhstan Aida Balayeva summed up the results of 2025 for the country’s media sector on Facebook. According to her, the past year marked a stage of systemic changes aimed at developing the industry, strengthening professional standards, and adapting to digital realities, El.kz reports.
Growth of the media market and interest in the profession
In her address, the minister noted that Kazakhstan’s media market continues to expand dynamically.
“Today, over 5,000 mass media outlets are registered in the country, including 306 foreign ones. In 2025 alone, 515 new media outlets were launched — this indicates a high interest in the profession and active development of the media market,” Aida Balayeva said.
This growth, she stated, became possible due to government support, partnership initiatives, and steady demand for high-quality informational content.
Legislative changes and support for print media
In 2025, special attention was given to updating legislation in the field of information. The minister emphasized that one of the key decisions was tax support for domestic press.
“According to the Law, the new Tax Code includes provisions on a reduced VAT rate of 10% for the turnover from sales of domestic periodical print publications,” she noted.
Work also continued on draft laws regulating the activities of online platforms and mass media. These measures, as highlighted in the publication, are aimed at reducing the spread of illegal and destructive content.
Online platforms and child protection
Amid the rapid development of the digital environment, responsibility for online platform administrators and anonymous social media users is increasing.
“Responsibility for administrations of online platforms and anonymous users of social networks is being strengthened, and it is also proposed to limit children’s exposure to harmful content distributed on online platforms,” the statement reads.
For the first time in Kazakhstan, legislative regulation of audiovisual platforms is being introduced, including mandatory licensing of their activities within the country.
Television, broadcasting, and digital coverage
The minister also spoke about the expansion of digital television and radio broadcasting. By the end of the year, 63 new radio-television stations will be launched, which will bring digital TV coverage to more than 95% of the population.
Content and international projects
According to the minister, television continues to play an important role in the media space, and TV production in Kazakhstan has essentially developed into an independent industry. Throughout the year, viewers were offered news, documentaries, analytical and intellectual programs, as well as domestic TV series.
International cooperation was also actively developing. In 2025, joint projects with Turkey, China, and the Russian Federation were implemented.
Euronews and media restructuring
Within the framework of the Euronews regional office, dozens of original programs about Kazakhstan’s culture, history, economy, and people were released in 2025.
Print media and professional dialogue
Astana Media Week, the II Central Asian Media Forum, as well as the Urker and Tumar national awards ceremonies were held as usual in 2025.
In conclusion, the minister thanked media representatives for their professionalism and dedication.
“Thanks to your daily work and objective, timely coverage of reforms, initiatives, and the principles of Taza Kazakhstan, Law and Order, trust is strengthened in society, our shared values are promoted, and a culture of open dialogue and mutual respect is being formed,” she emphasized.
