Artificial intelligence (AI) is expected to transform approximately 41% of Kazakhstan’s job market by 2035, El.kz reports.

Forecast means

According to the Ministry of Labour and Social Protection of the Population, the impact of AI refers primarily to changes in employees’ responsibilities, work processes, and skill requirements.

According to the Ministry’s assessment, fewer than 1% of jobs are at risk of full automation. Most workers are expected to experience a redistribution of responsibilities, with AI systems taking over routine tasks while employees continue to perform oversight functions and make decisions.

The official statement does not provide a detailed methodology or a breakdown of occupations by level of exposure. Therefore, the figures should not be interpreted as a forecast of job losses. Instead, international assessments identify broad categories of tasks that are more susceptible to automation.

Tasks most likely to be automated first

AI is advancing most rapidly in automating repetitive, computer-based tasks that follow standardized procedures. These include transferring information between databases, completing forms, categorizing requests, and preparing standard correspondence.

In document management, AI systems can extract information from files, perform optical character recognition (OCR), generate summaries, and identify relevant provisions within documents. Human personnel will remain responsible for validating outputs, correcting errors, and making decisions in cases that fall outside established procedures.

In customer support and service operations, AI can respond to frequently asked questions, classify enquiries, and generate concise records of interactions. Requests involving disputes, exceptional circumstances, or decisions requiring professional judgement will continue to require human involvement.

Occupations expected to experience earlier changes

According to the International Labour Organization’s 2025 study, occupations with the highest level of exposure to generative AI remain clerical and administrative professions. These include data entry operators, typists, accounting clerks, and administrative assistants.

The impact is also increasing across finance, media, and software development. In these fields, AI is already capable of producing draft content, identifying patterns in large datasets, suggesting programming code, and preparing preliminary analytical reports. However, all outputs require professional review, as AI systems may generate factual inaccuracies or misinterpret contextual information.

Why occupations will continue to exist

Most occupations consist of tasks with varying levels of complexity. Automating one activity may reduce the time required to complete it, but employees will continue to perform other responsibilities, many of which may become more complex.

In accounting, AI can process source documents and classify financial information. Accountants will remain responsible for resolving complex transactions, ensuring compliance with evolving regulatory requirements, and preparing final financial reports.

In journalism, AI can transcribe interviews, summarize documents, and prepare draft news articles. However, source verification, contextual research, interviews with sources, and editorial accountability remain responsibilities that require human expertise. Occupations involving physical work, personal care, negotiations, and decision-making in unpredictable environments are even less susceptible to full automation.

How Kazakhstan is preparing for the transition

The Ministry of Labour and Social Protection of the Population is developing a national employment forecasting system designed to identify occupations at increased risk of automation in advance. In addition, Kazakhstan is establishing a National Centre for Occupational Transformation, which will develop personalized reskilling pathways for workers.

At the same time, more than 600 occupational standards are being revised to incorporate competencies that employees will require following the adoption of new digital technologies.

AI technologies are already being used within the country’s digital employment services to match jobseekers with vacancies and training programmes. According to the Ministry, more than 50,000 personalized recommendations have already been generated for jobseekers.

How to assess the risk to your job

The most reliable way to assess the potential impact of AI is to examine day-to-day job responsibilities rather than job titles alone. Occupations that involve large volumes of data entry, repetitive document processing, standardized responses, and routine reporting are more likely to experience automation at an earlier stage.

Developing AI literacy and learning how to validate AI-generated outputs is likely to be more beneficial than waiting for job responsibilities to change. When using AI in the workplace, employees should also comply with organizational data protection and confidentiality requirements and should not upload official or proprietary documents to AI applications that have not been authorized by their employer.
