The issue of implementation of the State Town Planning Cadastre system was considered at the Government session chaired by Prime Minister of the Republic of Kazakhstan Alikhan Smailov, el.kz reports with reference to primeminister.kz.
Minister of Industry and Infrastructural Development Kairbek Uskenbayev reported that the automated system provides collection, processing and storage of digital master plans, detailed planning projects, data on the location of buildings and structures, engineering infrastructure, street and road network, as well as landscaping.
Thematic information bases of the urban inventory allow choosing the optimal location of investment projects taking into account economic specialization of the region, infrastructure provision, availability of similar objects in the region and their workload. At the same time the availability of digital data on social facilities makes it possible to assess the basic provision of life support infrastructure.
The introduction of a unique number of the object, which, by analogy with the IIN, will ensure the issuance of architectural and planning tasks and coordination of outline designs in accordance with the general plans, cross-check the documents for compliance with the intended purpose, etc. is under consideration within the framework of the city inventory. Also, a transparent process of obtaining technical specifications will be formed due to the digitalization of infrastructure data.
Prime Minister drew attention to the need to solve the problem of chaotic and dense urban development, which is regularly raised by the public.
The Minister of Digital Development, Innovations and Aerospace Industry Bagdat Mussin, the akims of Atyrau region Serik Shapkenov and of Karaganda region Zhenis Kassymbek also spoke on this topic.
Prime Minister stressed that open information about availability of land plots and engineering schemes will be provided to the population and business within implementation of the Address of the Head of State.
"Now there is the introduction of a unified for the whole country Urban Planning Cadastre and expertise. Interactive maps of land plots and infrastructure networks are being created. This will allow citizens and enterprises to be connected to sources of engineering and public utilities more quickly," Alikhan Smailov said.
He pointed out that town planning expertise is aimed at eliminating the facts of chaotic and low-quality construction as well as creation of more comfortable living conditions in cities.
"These measures will provide significant savings in design works and strict compliance with construction requirements. Interactive maps will have up-to-date information on vacant sites and infrastructure," Prime Minister stressed.
Alikhan Smailov instructed to ensure full implementation and automation of the State Town Planning Cadastre system by the end of 2023, to integrate all cadastral information systems, and to bring the proportion of inventory of regional networks to 75% by the end of the year, and in 2024 to 100%.
