Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbay took part in the international seminar "Management of human resources of the civil service on the basis of meritocracy in the 21st century", El.kz reports.
The seminar was organized by the UN International Civil Service Commission in cooperation with the Astana Civil Service Hub.
The main goal of the seminar is to analyze modern administrative and technical aspects of the human resource management system based on the experience of the United Nations.
The seminar was also attended by the heads of the authorized bodies for civil service affairs of the Astana Hub resident countries: Azerbaijan, Georgia, the Kyrgyz Republic, Tajikistan, Ukraine, and Uzbekistan.
Welcoming the participants of the seminar, the UN Under-Secretary-General, Chairman of the International Civil Service Commission Larbi Djacta noted that the United Nations is taking concrete measures to improve the civil service in various regions of the world. He also stressed the importance of cooperation in this direction for the spreading of successful practices in human resource management in the public sector.
In turn, Darkhan Zhazykbay, in his welcoming speech, drew attention to the fact that modern key trends dictate the need for constant growth in the efficiency of the civil service. He told the participants of the seminar about measures to improve the civil service in Kazakhstan, aimed at the formation of a "human-centric" and service-oriented state apparatus based on a hybrid model of civil service.
He also spoke about the Agency's projects to improve the quality of the country's human resources through the creation of social mobility for young people, such as the Presidential Youth Personnel Reserve and the possibility of direct appointment to grassroots positions for university graduates with high academic performance, as well as attracting experienced specialists from the private sector.
Darkhan Zhazykbay informed about the measures to modernize the e-Qyzmet system and its capabilities, providing for the full automation of personnel business processes and digitalization of procedures for entering the civil service.
The participants of the meeting shared their experience on topical issues of civil service development, as well as noted the positive impact of such seminars in spreading relevant knowledge on best practices, methods and processes of human resource management.
Within the framework of the seminar, it is planned to hold bilateral meetings with representatives of authorized bodies in the field of civil service, as well as the public administration committee of the resident countries of the Astana Civil Service Hub.
Also, Darkhan Zhazykbay met with the UN Under-Secretary-General Mr. Larbi Djacta.

The parties also discussed current global trends in the development of human resource management and the importance of consolidating efforts to implement joint initiatives on topical issues of improving the civil service.
