Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbayev held the meeting on the changes and additions made to the laws in the field of civil service, El.kz reports.
The event was attended by the heads of the offices of central state bodies and local executive bodies.
"The main goal of the modernization of the civil service is the formation of a service model of the state apparatus, which does not allow the manifestation of bureaucracy, focused on honest, fair, conscientious service to the people," Darkhan Zhazykbayev said.
The Chairman of the Agency emphasized that the modernization of the civil service is an important step towards real changes.
The participants pointed to the significant role of the heads of state bodies in the process of modernization of the civil service, as well as the employment of professional personnel from the private sector. As for the Agency, it will become an HR partner for state bodies.
"An HR manager is not only the head of the team, but also a specialist who effectively directs people to increase labor productivity. A person who motivates, appreciates and looks for the right specialists. In this regard, civil servants holding senior positions in the state apparatus should become HR managers in the future," Darkhan Zhazykbayev said.
Among the innovations of the Law on Civil Service is the concept of "contract employees", rotational payments. In addition, the agency will have the authority to regulate remote work and flexible schedule of the civil service, the number of managers and executors in state bodies.
Also, since April of this year, a norm has been put into effect for the consideration by the Agency of the administrative folder for violation of the work regime in state bodies.
