Kazakhstan’s IT sector attracts over 200 bln tenge in investment

Deputy Prime Minister Serik Zhumangarin shared the IT sector's financial performance in response to a parliamentary inquiry regarding public-private partnerships (PPP), El.kz reports.

According to his data, 1,106 public-private partnership contracts have been signed in the country to date, a portion of which are in the digital sphere.

“As of March 1, 2026, 25 PPP contracts totaling 538.9 bln tenge have been signed in the IT sector. The total volume of investment attracted to the IT field through the PPP mechanism amounts to 202 billion tenge,” the response states.

Large-scale projects are being implemented without the use of budget funds. These include the “Kundelik” electronic school gradebook and diary system, the implementation of the e-Freight paperless documentation system for air cargo, and an automated passenger data collection system.

The efficiency of specific initiatives was highlighted separately. Some projects are being implemented without any financial obligations from the state.

“Over 32%, or eight of the signed PPP contracts in the IT sector, do not require any payments from the budget. This has saved over 49 billion tenge in state funds on the creation of PPP facilities (the private partner’s costs are recovered through user fees),” Zhumangarin added.
