At the Government session chaired by Prime Minister Olzhas Bektenov, the results of the country's socio-economic development were reviewed, including performance indicators in trade and exports. Minister of Trade and Integration Arman Shakkaliyev delivered the report.

Based on the results of nine months, sustainable trade growth was ensured. The physical volume index stood at 106.2%, and trade volume reached 61 trillion tenge, which is approximately 16% higher than in the same period last year. Wholesale trade grew by more than 16% (40.7 trillion tenge), and retail trade rose by 15% (20.5 trillion tenge).

“Positive dynamics following the results of nine months persist in all regions of the country. At the same time, more than 70% of trade turnover is accounted for by five regions: the cities of Almaty, Astana, Shymkent, and the Atyrau and Karaganda regions. The highest growth rates were demonstrated by Turkestan region — 128.6%, Shymkent city — 123%, Almaty region — 120.5%, Pavlodar region — 118.2%, and North Kazakhstan region — 116.1%. Main growth was secured across ten product groups that form over 70% of trade turnover, the majority of which are processed goods: automobiles, household appliances, pharmaceutical products, beverages, food products, as well as construction materials,”Arman Shakkaliyev reported.

To ensure further trade growth, a comprehensive set of measures is being implemented. Akimats have developed regional roadmaps for trade development, which define priority directions, investment projects, growth points, and an expected economic effect of no less than 106.5%. The main emphasis is placed on expanding trade infrastructure, developing modern trade formats, and increasing trade turnover.

“Special attention is paid to promoting domestic products and expanding direct sales channels. Additional requirements to expand the share of domestic goods on retail shelves were adopted and will come into force on October 20. A total of 72 memorandums on the promotion of Kazakhstani products were concluded with retail chains, and 5,600 agricultural fairs under the unified brand 'Dala Dami' have been held since the beginning of the year,” the Minister noted.

At the same time, the AgroTrade platform is under pilot operation: a multilingual interface and a mobile application have been implemented, over 600 participants from five countries of the region have registered, and the first direct deliveries totaling $1.5 million have been made through the platform.

Support for trade infrastructure continues. Since 2025, 554 projects with a loan portfolio of 90 billion tenge have been supported, creating more than 1.7 thousand jobs. To maintain the achieved momentum, 10 billion tenge has been allocated for the current year. Jointly with the NCE, a Unified Digital Platform for digitizing market operations is being created.

Positive dynamics also persist in non-resource exports. Based on the results of eight months, exports of non-resource goods and services grew by more than 17% and exceeded $28 billion. Exports of goods increased by more than 18% to $21.5 billion, and services grew by 14.1% to $6.7 billion. The largest growth was shown by commodities such as copper and copper cathodes, silver, uranium, sulfur, animal feed, and sunflower oil.

Support measures for exporters and the geography of deliveries are consistently expanding. Since the beginning of the year, 9 trade and economic missions involving more than 200 Kazakhstani companies have been held, resulting in export contracts worth over $1.7 billion. The participation of domestic companies in international exhibitions in China was ensured. Financial support totaling over 570 billion tenge was provided through the Export Credit Agency, an additional capitalization of the Agency of 50 billion tenge was carried out, and by the end of the year, the total capacity of insurance support is planned to be increased to 1.2 trillion tenge.
