Kazakhstan to block scam phone numbers

Kazakhstan is introducing a new procedure for blocking phone numbers used for fraudulent calls and mass messaging. The procedure is defined in an order issued by the Minister of Artificial Intelligence and Digital Development, El.kz reports.

According to the order, telecom operators are required to more actively detect suspicious activity and promptly forward the data to the National Bank’s anti-fraud center. The document notes that “mobile operators use internal anti-fraud systems” that analyze calls and SMS messages for signs of fraudulent activity.

The new rules require mandatory integration of telecom operators with the anti-fraud center’s information systems. This will make it possible to track numbers involved in scam schemes more quickly, including mass messaging via SIM boxes and GSM gateways.

If the anti-fraud center reports suspicious calls to the operator, the verification must be carried out within two working days. Once fraudulent activity is confirmed, the number is blocked, and information about the owner - including full name, national ID number, and associated phone numbers is sent to the National Bank.

The order states that if no fraudulent activity is confirmed, the operator must notify the anti-fraud center within the same timeframe.
