Kazakhstan adopts a five-pillar strategy for AI development

Kazakhstan intends to develop several key components of the artificial intelligence industry simultaneously, rather than focusing on a single technological area. This was stated by Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev during the first panel session of the AI & Digital Bridge 2026 forum in Astana, El.kz reports.

According to Zhaslan Madiyev, the global artificial intelligence market is currently estimated at approximately USD 50 trillion. At the same time, a fully-fledged economy built around the emerging technology is still taking shape, making it difficult to determine in advance which area will have the greatest potential.

For this reason, Kazakhstan has decided to develop all five key components of the AI industry simultaneously.

“Kazakhstan has adopted a strategy of working across all five layers and components simultaneously, in order to be prepared for the point at which AI becomes an ordinary part of our daily lives,” the Minister said.

The strategy encompasses several technological layers, including energy infrastructure; the production and use of chips and chipsets; large and small language models; and locally developed solutions.

At the same time, Kazakhstan does not intend to develop each of the required components solely through its own capabilities.

“We are cooperating with other countries and major Big Tech companies, diversifying our capabilities,” Madiyev stated.

The Minister cited the semiconductor industry as one example of this approach. Kazakhstan is not currently a chip-producing country; therefore, in this area, it is focusing on cooperation with technology partners engaged in semiconductor and chip development.

At the same time, the country intends to develop other infrastructure components required for the large-scale deployment of artificial intelligence.
