Kassym-Jomart Tokayev, during an expanded meeting of the board of the Ministry of Internal Affairs, spoke on the topic of punishment for committing domestic violence, El.kz reports citing Akorda.
The Kazakh leader believes that law enforcement agencies should pay close attention to the prevention of offenses.
"Often, the main cause of crime is an antisocial lifestyle. Therefore, it is important to work with people who are prone to breaking the law, to level out all the prerequisites for their antisocial behavior
However, it must be admitted that today the crime prevention system is ineffective and requires a radical update. A large proportion of persons belonging to risk groups fall out of view.
Individual prevention is reduced to restrictive and coercive measures. At the level of local communities, this work is carried out unsystematically, there are no effective coordination mechanisms. There is a need to develop a unified law in the field of crime prevention.
The draft law should completely revise the list of persons subject to preventive action. It is necessary to clearly spell out the competencies of responsible bodies, coordination mechanisms, tools for individual prevention," the President said.
The Head of State is convinced that this is of great importance, including for countering domestic violence according to him, preventive work here plays no less important role than prompt response and fair punishment.
- As you know, I have already said that I support tougher liability for such crimes. Relevant amendments to the Criminal Code will be adopted in the near future. The Ministry of Internal Affairs needs to prepare employees in advance for the transition to a new format of work. It is necessary to take into account all the problems that existed earlier in law enforcement practice. In addition, the system for the protection of the rights of minors is in dire need of renewal. The Government needs to approach this work thoroughly, involve civil society institutions and experts in it," Kassym-Jomart Tokayev emphasized.
He believes that it is necessary to put into practice the key principles of the service model of the police. This is, first of all, the ability to hear the needs of society and promptly respond to them.
"It is important to build effective feedback channels and offer people mutually beneficial forms of cooperation. I am sure that relying on proactive and caring citizens will ensure compliance with the principle of zero tolerance for offenses," the Head of State said.
