Kazakh PM holds meeting on financial literacy and digitalization of healthcare sector

Prime Minister Olzhas Bektenov held a meeting on issues of digitalization of the healthcare sector within the framework of the tasks set by the Head of State to improve the quality of medical services, El.kz reports citing primeminister.kz.

Approaches of the Ministry of Healthcare regarding the improvement of the activities of the Social Health Insurance Fund, as well as digital transformation, were reviewed. Attention was paid to the ongoing work to increase the accessibility and quality of medical care provided to the population within the framework of compulsory social health insurance.

The compulsory social health insurance system in Kazakhstan covers about 17 million people, of whom around 12 million belong to preferential categories. Minister of Healthcare Akmaral Alnazarova reported that the total volume of funds under compulsory social health insurance over six years exceeded 6.8 trillion tenge, of which 2 trillion tenge accounted for state contributions for preferential categories of citizens. This year alone, 1.4 trillion tenge has been allocated for these purposes.

Taking into account the expansion of the compulsory social insurance package from January 1, 2026, participants of the meeting discussed issues of transparency and strengthening control through the introduction of digital mechanisms. From the new year, coverage of the population by compulsory social medical insurance will be significantly expanded. The relevant legislative changes will enter into force from the new year.

As of today, 92% of types of medical care in Kazakhstan are already distributed automatically. By the end of 2026, this indicator is planned to be increased to 100%, which will make it possible to completely eliminate the human factor.

Key business processes such as procurement and payment for medical services have been digitized. Integration of the Fund’s information system with the systems of the ministries of healthcare, labor and social protection, and eGov has ensured automatic updating of data on preferential categories and improved the accuracy of accounting for contributions to the medical insurance system.

An important step was the approval this year of rules, methodologies, and approaches to planning based on calculations of the real needs of the population for medical services. Next year, the digitalization of the entire planning process will be completed, which will make it possible to carry out calculations not only on the basis of historical data but also taking into account the actual volumes of medical care provided and forecasts.

Monitoring of quality and payment for medical services have been integrated into a single digital contour since July 1, 2025. The new module ensured a reduction in the number of payment documents from 9 to 3 and seamless integration with 1C accounting. At the same time, “weak points” of the system were identified. Potential risks are under the control of the Ministry of Healthcare and are being eliminated through the introduction of digital tools.

A Face ID system is being introduced in medical organizations, which has already made it possible to reduce the number of false entries by medical institutions by 7% and save about 10.5 billion tenge in budget funds.

Next year, it is planned to fully digitize the indicators for calculating rating assessments for the distribution of medical services. As a result, access to financing will be granted to providers that ensure high quality and accessibility of medical care. Completion next year of work on forming a unified medical data repository will have the effect of improving planning and the quality of medical care provided.

Special attention was paid to issues of efficiency in planning and prescribing medicines to the population. Step-by-step work is underway to digitize clinical protocols and introduce co-payment mechanisms, which will make it possible to optimize the processes of providing patients with necessary medicines.

“We are focused on continuous improvement of quality and increasing the accessibility of medical services provided. We are already seeing the first results of digitalization. It is necessary to continue the active introduction of advanced technologies. Automation of processes will not only relieve medical personnel of bureaucratic procedures, but also ensure transparency in the use of funds allocated for treatment and drug provision. Then citizens, doctors, and the state will clearly see the results of the reforms,” Olzhas Bektenov emphasized.

Following the meeting, the Prime Minister instructed the ministries of healthcare, artificial intelligence, and digital development to intensify the digitization of processes. The Ministry of Finance will take measures to strengthen financial discipline in the healthcare system.
