The key task is digitalisation of the methodology of categorisation of business entities with priority access to public procurement and state support measures. At the same time, it is necessary to fix the counter obligations of business entities receiving state support. The quality of products, localisation of production in the country and the share of Kazakhstani content, as well as the focus on the further contribution of the enterprise to the socio-economic development of the region and the country, should be at the forefront. The digital format will eliminate corruption risks and the influence of the human factor.
Today, the Government is conducting an extended analysis of the impact of state support measures on the development of the industrial sector. The new information platform reflects data on business activity in dynamics, before and after receiving state support measures.
The platform contains data on domestic enterprises, their workload, output, foreign trade activities, number of employees, as well as contracts concluded with them, including long-term and off-take contracts. The system allows government agencies to proactively analyse, monitor and make management decisions to provide timely support to businesses.
Minister of Industry and Construction Kanat Sharlapayev reported on the uploading of data of over 2 thousand domestic enterprises into the system, there is information on companies that are subjects of regulated procurement, which are potential buyers of domestic products, also uploaded information on long-term contracts between subsoil users and businesses.
The platform, developed on the basis of the Smart Data Ukimet information and analytical system, combines and systematises data from previously disparate information systems. It is fully integrated with the databases of the Ministries of Finance, Labour and Social Protection, SK-Pharmacia, Samruk-Kazyna Contract LLP, e-procurement, regulated procurement of the quasi-public sector (Mitwork) and subsoil users (NadLock). In addition, data of the Entrepreneurship Development Fund "Damu" and "Baiterek" holding on support measures provided to Kazakhstani enterprises have been uploaded. The information is updated online.
The heads of the Ministries of Digital Development, Innovation and Aerospace Industry, Ministry of Healthcare, and Finance also reported on the work done on the content and practical application of the platform.
