Kazakh Ministry of Education introducing three-tiered support system in inclusive education

The Ministry of Education of Kazakhstan has announced the introduction of a three-tiered psychological and pedagogical support in inclusive education. These measures are aimed at increasing opportunities for equal access to education for all children, including those with special educational needs, El.kz reports.

In accordance with the new model, at the first level, the child will be supported by class teachers and teachers directly in the class or group during classes. At the second level, it is planned to involve specialists of the psychological and pedagogical support service, such as educational psychologists, social pedagogues, special teachers and teaching assistants. If more specialized assistance is required, narrow specialists, including surgeon-educators, speech therapists, audiologists will be involved at the third level.

"These measures are aimed at improving the quality of educational services for all children with learning difficulties. Thanks to the three-tiered support system, children will receive support that best meets their needs and individual capabilities," said Laura Butabayeva, Director of the Department of Inclusive and Special Education of the Ministry of Education of the Republic of Kazakhstan.

The implementation of these changes will create the most inclusive educational environment that will help each child realize their potential and achieve success in learning. This is a significant step towards ensuring equal access to quality education for all children in Kazakhstan.
