Four New Pharmaceutical Plants to Be Built in Kazakhstan

As part of the instructions of the Head of State Kassym-Jomart Tokayev, systematic work is being carried out in the country to increase the share of domestic production in the pharmaceutical industry,El.kz cites primeminister.kz.

The Government has approved the conclusion of investment agreements between the Ministry of Healthcare of the Republic of Kazakhstan and the companies AltINFARM LLP, MSP-ROMPHARM LLP, Abdi Ibrahim Global Pharm LLP, and Nobel Almaty Pharmaceutical Factory JSC on the localization of pharmaceutical production. The total volume of investments under the approved projects amounts to 173 billion tenge.

The corresponding resolutions were signed by Prime Minister Olzhas Bektenov.

The implementation of the projects provides for the localization of production of 356 types of medicines, including socially significant drugs. The product line will cover medicines for the treatment of oncological diseases and diabetes mellitus, as well as immunobiological, antiviral, antianemic, analgesic, anti-inflammatory, anti-cold, and antimicrobial medicines.

The new enterprises will be located in the city of Almaty (two projects), as well as in the Turkestan and Almaty regions.

In particular, the project of AltINFARM LLP предусматривает construction of a pharmaceutical plant in the special economic zone “Park of Innovative Technologies” in Almaty. The volume of investments is estimated at 58.5 billion tenge. It is planned to produce 54 medicines, of which 35 are socially significant. The production portfolio includes the manufacture of immunobiological medicines, as well as medicines for the treatment of oncological diseases and diabetes mellitus. The project provides for the creation of about 60 jobs. Strategic partners are Sinopharm, Sinovac, and Kangtai Biological Technology.

Under the project of Nobel Almaty Pharmaceutical Factory JSC, a pharmaceutical complex for the production of active pharmaceutical ingredients, medicines, and biopharmaceutical products in accordance with international GMP standards will also be built in Almaty. The investment volume is 39.2 billion tenge. It is planned to produce 53 medicines, of which 17 are socially significant. The project provides for the creation of at least 200 jobs. The strategic partner is Nobel İlaç.

Within the framework of the project of Abdi Ibrahim Global Pharm LLP, the creation of a pharmaceutical complex with multidisciplinary production lines in the Almaty region is envisaged. The investment volume amounts to 39 billion tenge. The production of 76 medicines is planned, including antiviral medicines, medicines for the treatment of type II diabetes mellitus, and antianemic medicines. The project assumes the creation of at least 150 jobs. The strategic partner is Abdi İbrahim.

The project of MSP-ROMPHARM LLP involves the construction of a high-tech pharmaceutical plant in the TURAN special economic zone of the Turkestan region and at production sites in the Almaty region, with a total investment volume of 36.7 billion tenge. It is planned to produce 101 medicines, including analgesic, anti-inflammatory, anti-cold, and antimicrobial medicines. About 265 jobs will be created. The project partners are World Medicine and Rompharm.

In total, as part of the implementation of the investment projects, about 675 new jobs will be created.

The construction of the plants and their commissioning will make it possible to significantly increase the share of Kazakhstani production of medicines, reduce the import dependence of the pharmaceutical market, strengthen the sustainability of medicine supply, and provide the population with affordable and high-quality domestically produced medicines. This will become one of the important elements of increasing drug security and the resilience of the healthcare system.
