The Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Kazakhstan, Han Chunlin, has outlined China's position on ecological development and highlighted the prospects for green cooperation between the two countries, El.kz reports.
According to the Ambassador, building an ecological civilization is crucial for the future of humanity, and creating a "green home" is a shared dream of all people.
Han Chunlin recalled the key concept formulated by Chinese President Xi Jinping: "Lush waters and lucid mountains are invaluable assets".
Ambassador emphasized that this thesis dispelled the myth of a contradiction between environmental protection and economic development, revealing the principle that a favorable ecological environment possesses boundless economic potential.
Speaking about specific results, the diplomat cited impressive figures. During the14th Five-Year Plan, China created the world’s largest clean electricity supply system and the most extensive global system of renewable energy sources. The proportion of surface water sections with excellent or good quality has exceeded 90 percent, forest coverage has increased to over 25 percent, and the share of days with good air quality in cities remains steady at around 87 percent.
"China refuses to follow the old path of Western countries based on the principle of 'pollute first, clean up later,'" the Ambassador wrote, adding that the country steadily follows a course of high-quality development, prioritizing ecology and green, low-carbon growth.
Han Chunlin also touched upon China's international obligations. As the world's largest developing country, China has solemnly promised the international community to reach peak carbon emissions before 2030 and achieve carbon neutrality before 2060. As of October 2025, the country has signed 55 Memorandums of Understanding on South-South cooperation regarding climate change with 43 developing nations.
The Ambassador highlighted legislative innovations. Recently, China adopted the "Ecological Code of China" only the second law in the country's history to use the word "Code" in its title.
"This means that environmental protection in our country has entered the era of codification," the diplomat emphasized.
Regarding bilateral relations, Han Chunlin noted that China and Kazakhstan can be considered as "fellow travelers" on the path to a green transition. This year alone, 1 GW wind farms were launched in the Pavlodar region along with the 1 GW "Mirny" wind farm, and the first hydrogen production and storage system under the Belt and Road Initiative was put into operation.
On April 22, Kazakhstan will host the first Regional Environmental Summit. According to the Ambassador, it will serve as an important platform for countries to consolidate consensus on green development and jointly discuss large-scale environmental management plans.
"The Earth is the only home upon which the survival of humanity depends; to protect it is humanity's only choice," Han Chunlin concluded, expressing China's readiness to walk hand-in-hand with all countries, including Kazakhstan, in the spirit of mutual assistance to actively confront global environmental challenges.
