Shezhire in AI era: Maksat Zhabagin on preserving national digital heritageKazakhstan plans to localize the production of agricultural drones and autonomous guidance systems in partnership with the Chinese company Heilongjiang Huida Technology Co., Ltd. The corresponding Memorandum of Strategic Cooperation was signed during the World Artificial Intelligence Conference (WAIC) in Shanghai, El.kz reports citing the press service of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
Kazakhstan Aims to Establish a New High-Tech Industry
The Memorandum of Strategic Cooperation was signed by the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Freedom Holding Corp., and Heilongjiang Huida Technology Co., Ltd.
The agreement was reached during the official visit of Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev to the People’s Republic of China. One of the key topics of the discussions was the advancement of artificial intelligence technologies in the agricultural sector.
According to the Minister, Kazakhstan intends to move beyond a model based solely on importing equipment from abroad. Instead, the country seeks to establish a comprehensive domestic manufacturing ecosystem.
Scope of Production
The project envisages the localization of agricultural drone assembly, the production of autonomous guidance systems for agricultural machinery, and the establishment of joint research and development (R&D) centers. The parties will also place particular emphasis on developing human capital by training specialists for the digital agricultural sector.
“We are not merely discussing equipment supplies—we are committed to building an entire industry. Kazakhstan is prepared to provide all the necessary conditions for production localization, including tax incentives and a regulatory sandbox to facilitate the deployment of advanced AI solutions in agriculture. Our objective is to adapt leading Chinese technologies to Kazakhstan’s specific requirements and scale them across the markets of Central Asia and the Eurasian Economic Union (EAEU),” said Zhaslan Madiyev.
The implementation of the project will place particular emphasis on technological sovereignty and technology transfer. The localized solutions are expected to be integrated into the national digital infrastructure supporting Kazakhstan’s agro-industrial sector.

Heilongjiang Huida Technology Co., Ltd. is recognized as one of China’s leading developers of precision agriculture technologies. The company manufactures satellite navigation-based autonomous guidance systems for agricultural machinery, agricultural drones for crop protection and cargo transportation, as well as digital monitoring equipment.
Its product portfolio also includes IoT terminals, soil condition monitoring sensors, and automated drip irrigation systems. Should the agreement be implemented, a number of these technologies are expected to be localized in Kazakhstan, with subsequent expansion of manufacturing capacity to serve the domestic market and support exports to Central Asian countries and the Eurasian Economic Union (EAEU).
