AlemGPT and national language models: What Kazakhstan’s ChatGPT to look like

AlemGPT platform is a multi-agent system that is expected to evolve into a universal digital assistant for citizens, businesses, and the state. This is stated in an official response from the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan to an inquiry from El.kz editorial team.

What is AlemGPT

AlemGPT is a multi-agent platform designed to deliver end-to-end public services. It is not a chatbot in the conventional sense, but a system capable of accompanying a citizen through all stages of obtaining a service, analyzing requests, interacting with government information systems, and automatically processing data and applications. In the long term, AlemGPT is intended to become a single AI interface for interaction between people and the state.

AI as infrastructure, not a service

The key feature of this approach is viewing artificial intelligence as a cross-cutting element of the state’s digital infrastructure. The rollout of AlemGPT is taking place in parallel with the phased transition of government information systems to the unified QazTech platform. This means that national language models are designed from the outset to be integrated into public administration, rather than added later as external solutions. This approach distinguishes AlemGPT from commercial language models, which are typically integrated into government services via add-ons and APIs.

Kazakh language as a technological priority

A particular emphasis is placed on developing national AI systems and language models with full support for the Kazakh language. This is one of the project’s core elements. The focus goes beyond interface translation to ensuring that AI can fully operate in Kazakh - understanding context, official and administrative styles, regulatory terminology, and the specifics of government documentation. Integrating such models into eGov and other digital platforms is expected to ensure access to public services for all citizens, regardless of the language they use.

Supercomputers and model training 

To train and test national AI models, Kazakhstan is using supercomputing capacities that rank among the world’s top 100. These resources are available not only to government agencies, but also to startups, universities, and research centers. According to the ministry, these facilities will be used to train and scale language models, as well as to test generative AI solutions. At the same time, a methodological framework for working with data for AI systems is being developed and will be made publicly available. This is intended to simplify the development and deployment of AI solutions in both the public and private sectors.

AI in public services

AlemGPT is seen as the foundation for deploying AI assistants within eGov, intelligent helpers for citizens, systems for automated processing of public inquiries, and analytical tools for government bodies.

National AI instead of imported solutions

In essence, AlemGPT serves as a national language model adopted to the state’s needs, the legal framework, and Kazakhstan’s linguistic environment. The ministry emphasizes that developing such systems is part of a broader strategy aimed at achieving digital sovereignty.

Practical implications 

If the stated plans are realized, AlemGPT could become the first example in Central Asia of a systematic implementation of a national language model in public administration. This would mark a shift from fragmented digital services to a unified intelligent environment in which artificial intelligence is not merely a supporting tool, but a full participant in governance processes.
