AI reveals 439 bln tenge in fraudulent payments in education system

Artificial intelligence has revealed monthly payments totaling 65 mln tenge in the education sector, El.kz reports citing the Kazakh Ministry of Finance.

According to Kazakhstan’s Minister of Finance, Madi Takeyev, AI identified 439 billion tenge in high-risk payments in education over the past two years.

Of this amount, 307 billion tenge was recorded in 2024 and 132 billion tenge in 2025.

The AI system revealed that some district education department employees were receiving monthly payments ranging from 30 million tenge to 65 million tenge, along with bonuses exceeding 10 million tenge.

“There were cases when 66 transactions were carried out in a single month under different names but linked to the same account or individual identification number (IIN).

The monitoring system is gradually expanding: it covers not only education but also healthcare, culture, tourism, and sports,” Takeyev said at a government meeting.

In addition, inspections showed that some recipients of state support misused budget funds. It was found that certain organizations, despite not being financial institutions, placed government-issued loans into deposit accounts to earn interest.

For example, one organization deposited a 1 billion tenge budget loan and earned 80 million tenge in profit. There were also cases of repeated subsidy claims for the same assets — such as livestock — amounting to 808 million tenge.

The minister emphasized that digital monitoring and the use of artificial intelligence remain key tools for improving transparency and efficiency in public auditing.
