New conditions for VAT exemption on import to come into force in Kazakhstan

In Kazakhstan, the conditions for applying exemption from value added tax on the import of goods have been changed, El.kz reports with reference to the press service of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

By the Order of the Minister of Finance of the Republic of Kazakhstan dated on June 24, 2022 No. 623, amendments were made to the Rules and Conditions for Applying The Exemption from Value Added Tax on the Import of Goods for which the deadline for payment of indirect taxes was changed and the requirements were fulfilled (Order No. 262 of March 29, 2021).

The amendments broaden the circle of persons to whom the rules and conditions for the application of exemption from value added tax on the import of goods for which the deadline for payment of indirect taxes has been changed and the requirements have been fulfilled are applied. Authorized economic operators are now included.

The amendments exclude the conditions for installing electronic identifiers (navigation seals) on the cargo premises (compartments) of vehicles.

However, a new condition is included, according to which an exemption from value added tax is granted for goods intended for further export to the territory of the EAEU Member States.

Exemption from VAT is possible if the value of the goods reflected in the Application for the Import of Goods (column 6 of the table of section 1), as well as the value of the goods reflected in the electronic invoice (section G of column 8) is not lower than the value of the goods indicated in the declaration for goods (column 45).
