Councils of Public Accord were formed under the aegis of Assembly of People of Kazakhstan in accordance with the new role of the Assembly, designated by the President of the country, as a civil, supra-political and public institution of public accord, and act as consultative and advisory bodies to the Mayor’s offices of the regions.

Councils of Public Accord were formed under the aegis of Assembly of People of Kazakhstan in accordance with the new role of the Assembly, designated by the President of the country, as a civil, supra-political and public institution of public accord, and act as consultative and advisory bodies to the Mayor’s offices of the regions.
The purpose of the councils is to consolidate the efforts of civil society institutions and to involve various social groups and non-governmental organizations in the process of forming social accord and national unity.
The owner of the orders "Qurmet", "Parasat", honored worker of the RK, honorary citizen of Karkaralinskiy district and Karaganda, Candidate of Historical Sciences Rymbala Omarbekova is the Deputy Chairman of the Council of Public Accord of Karaganda. In our interview Rymbala Kenzhebaliyevna has shared about activity and realized work of the Council.
—You are the Deputy Chairman of Karaganda Council of Public Consent. Could you tell us about the tasks and activities of the Council of Public Accord, what activities were carried out within the Council?
—The Councils of Public Accord of the Assembly of People of Kazakhstan, created at the initiative of the President, became an institution of responsibility and education of civil duty, able to solve important problems. In our region there are 216 councils of public accord of APK of different level. They include representatives of state bodies, NGOs, mothers' councils, scientific and expert group, club of journalists, mediators, “Nur Otan" party, trade unions, Public Council, veterans' councils, clergy and other organizations. A total of 1,550 people. Over the course of the year, more than 3,000 events were held with the participation of public accord councils, as well as field meetings in Aktogay, Bukharzhyrau, Zhanaarka, Karkaralinsk and Shet districts, and in the cities of Balkhash, Priozersk and Karazhal. In general, the issues of citizens have a diverse character, and the analysis shows that the active work of the councils significantly reduces social tension and strengthens stability. On February 7, in the House of Friendship of the Regional Assembly of People of Kazakhstan was inaugurated the first in the country "Center for Active Longevity" for citizens of retirement age in the framework of the party project "Nur Otan" called "Ardagerlerdi Ardaktaiyk". The main purpose of the center is to involve elderly people in active intellectual, creative and social life. They will receive regular training in computer skills, smartphones, state and English languages. Weekly free legal and psychological consultations and master classes will be held in the folklore development office in cooperation with public associations. Also, there is a library, and you can play chess and checkers in the recreation room. Worthy and active old age is one of the priorities of the state policy of Kazakhstan. Our moral duty is to support the elderly generation, to create decent conditions for active longevity. —You've been heading the cultural sphere of the region for 20 years.
—Could you tell us about the significant events that have taken place during this time under your direction.
—I was one of the founders of such significant musical events as "Musical Saryarka" festival and republican contest of performers named after Zhusupbek Yelebekov. Buratino Theatre Studio was established, it is the only one budget theatre of puppets in the republic at that time, which is still very popular today. Large-scale projects of cooperation between the Academic Theatre of Musical Comedy and the International Organization of Turkic Culture "TURKSOY", where the theatre actively participated in various festivals, were also implemented. Culture is a kind of "ozone" layer of spirituality and originality of the people. It is impossible to cut off from the shoulder, to control it only with the help of orders and instructions. My colleagues are impressionable and vulnerable people. Artists, musicians are people devoted to their chosen cause - they need attention and support. It is important to notice and appreciate a talented person in time.
