Gratitude is a symbol of unselfish harmony
Warm greetings, dear people! Dear compatriots!
“A Day of Gratitude”, that have been celebrated by the Decree of the First President of the Republic of Kazakhstan Nursultan Nazarbayev over the 5 years, is a solemn day of the peace and harmony policy of the Leader of the Nation, that laid the foundation for the peace and harmony, mutual trust and true respect for the people of Kazakhstan.
This is a sign of respect for the sacred Kazakh land and our hospitable people, that have become a blessed home for various ethnic groups who moved to the Great Steppe by their destiny. The Kazakh people were able to bear the hardships together in difficult times. Today it has become a moral criterion of moral relations between the different nationalities in the country.
A day of Gratitude is a day of mutual respect for all citizens who have worked hard to overcome the difficult period of the country's birth and build an independent Kazakhstan.
On behalf of the “Otandastar Fund” and on my own behalf, I sincerely congratulate you on the 26th anniversary of the establishment of the Assembly of the People of Kazakhstan, that is the leaven of unique unity and interethnic peace in our sovereign country!
Expressing a gratitude is a symbol of unselfish harmony, so I think that we have every reason to express gratitude on behalf of our compatriots in the country and abroad in today`s meeting.
First of all, this year marks the 30th anniversary of the Independence of the Republic of Kazakhstan. That`s why, I want to say:
A big thanks to God, who bestowed a white dawn of freedom, the noble dream of our ancestors, who defended our great steppe with the strength of his white hand and the tip of his white spear!
We are grateful to the President, a prudent politician who led the former Soviet Union to the risk of independence and brought our sovereign country out of the impasse during difficult times!
As soon as the Republic of Kazakhstan declared its independence as an independent state, the First President called on all Kazakhs, scattered all over the world, in order to return to the country of the Great Steppe and unite under one roof.
It is known that the President published a famous letter “Wishes to the distant brother” at the same time. The “World Association of Kazakhs” has been established in order to revive the Kazakh movement. The first congress was held from September 28 to October 3, 1992 in Almaty.
Speaking at the congress, Nursultan Nazarbayev said: “We have only one Motherland in the world, that is independent Kazakhstan. We have a duty to tell the story of the independence of our homeland, to increase its power, serve its welfare, extend its prestige in the international community, because he said “Every Kazakh is one Kazakh” and moving the hearts of the millions of countries.
Then the brothers, longing for their homeland, began to flock to the country. This year also marks the 30th anniversary of the Great Street of our compatriots, inspired by the spirit of Independence. Therefore, on behalf of the community of compatriots reunited with their historical homeland at the request of the President, we would like to express our unconditional gratitude to the Kazakh people for welcoming all the brothers and sisters!

Even if you shoot every day, hurry up,
They do not see you in a strange land.
A paw also rumbles in his place,
Everyone's head is valuable in their own country! – It is not for nothing.
“Be a ruler in your own country until you become the ruler in another country!” Many thanks to the brothers and sisters, who instinctively understood the legacy of our ancestors, who made the name for their homeland, left a significant contribution to the rapid development of Kazakhstan, that is spreading its wings and increasing our strength!
At the same time, it is worth noting that the kindness and compassion of our compatriots abroad, who have shown kindness and compassion to the Kazakh people at the critical time, when the global epidemic has plagued humankind since last year. A threat has not dissipated yet. Many thanks to our compassionate compatriots abroad, who wished a well-being for our fellow citizens in such a difficult global situation and also, sent a humanitarian aid!
The Great Migration, that began since independence, has not over yet. The signing of “The Law on Migration” on December 13, 1997 by the First President of the Republic of Kazakhstan, Nursultan Nazarbayev, paved the way for the Afghan brothers to cross the border and return to their homeland. As a result, the longing of many Kazakhs around the world for their homeland has become an unbroken hope and unshakable faith.
It is no exaggeration to say that the repatriates who came to the ancestral homeland brought with them some of the lost Kazakh traditions and customs, ancient words that have begun to be forgotten. Many famous people who were born abroad and returned to our country with independence, glorify our country now, and the stars of art and celebrities are making the name of the Kazakh people known to the world. The businessmen and entrepreneur compatriots are serving the people.
At the V Congress of World Kazakhs, a non-profit joint-stock company “Otandastar Fund” was established to support the compatriots from near and far abroad, and ethnic Kazakhs returning to their historical homeland on the initiative of President Nursultan Nazarbayev.
In 2018, “Otandastar Fund” began its work.
The main activity of the Fund, working in cooperation with the World Association of Kazakhs, is to provide a real support in the cultural, educational and legal spheres for the compatriots living abroad and immigrants to Kazakhstan.
Ultimately, caring for our compatriots on the other side of the border and our compatriots, providing them with literary and cultural support and compassion means making a significant contribution to the reviving national treasures and Kazakh spirituality of Kazakhstan.
In his article “Focus on the Future: Spiritual Revival”, published on April 12, 2017, the President said: “Our national traditions, native language and national music, native culture and literature, in short, our national spirit must remain forever. First of all, if the national code and national culture are not preserved, there will be no revival”. An important article of the leader of the nation gave a new impetus to the revival of our traditions, glorifying the national values. It has opened the way for the revival of our national memory and the promotion of our traditions, that are passed from the ancient to the new, from an ancestor to the child. It has given a new impetus to our deep-rooted history.
A significant work in this direction is being carried out by the “Otandastar Fund”.
For example, we are curious in attracting the progressive young people from abroad to Kazakhstani universities, passing them on to their historical roots, training the qualified graduates and helping them to stay in their homeland. A state is also very supportive. For example, the number of state quotas for ethnic Kazakh children abroad has doubled as well. From 2017, the 3,000 educational grants will be allocated for undergraduates, and 1,500 grants will be allocated for the preparatory courses. Now, the most important goal is to increase the number of quotas for the migration. In 2003-2007, the compatriots were given 20,000 quotas for the resettlement. Now, this figure has decreased by 10 times. There is a cause for the concern. After all, if the main nation that makes up the state, the Kazakhs – grows thicker, our sovereign country will become stronger and better. We are confident that there will be a real support from the government in this regard in the future.
The Kazakh saying “It scares a lot, it sinks deep” is not for nothing.
As the population grows and the market expands, the opportunities to attract an investment to the country will increase significantly. And, as the economy develops and the social potential increases, the independence of our country will become stronger.
In his program article “Independence is the most precious thing”, the President Kassym-Zhomart Kemeluly Tokayev stressed the need to revive the noble heritage of the great sons of our people – the lions of Alash, who died in the struggle for the freedom, and showed it to our youth and the world. The words of the President “A rising generation must know the value of independence in order to remember it forever” are also important and instructive.
Exactly 5 years ago, on the Day of Gratitude, the President Nursultan Nazarbayev addressed the public: “The children of the Great Steppe have learned the diversity of cultures, values of different ethnic groups and religions through breastfeeding. History and ancestors have taught us this. An ethnic diversity is not a weakness of our country, but its wealth.
So, “Many thanks to the multinational people of Kazakhstan, the motto of the country, the banner of peace!” I dedicate my sincere wishes to you.
The Vice-President of
