Kazakh Ministry of Justice intends to amend law "On Elections”

The Ministry of Justice of Kazakhstan intends to amend the law "On Elections", El.kz reports.

Public associations that are funded by international organizations will not be able to be independent election observers in Kazakhstan.

The ministry explained that the changes are aimed at limiting foreign interference in the process of preparing and conducting voting.

In addition, if the innovations are approved, only NGOs specializing in elections will be allowed to be accredited.

The bill is being actively discussed on the portal of open regulatory legal acts, which has already received more than 200 comments.

“We want observers to carry out their activities on a professional basis. Professionalization of observers themselves: knowledge of electoral legislation. They also monitor compliance with all procedures. In terms of financing, our current legislation provides for a ban on foreign financing, including interference. If we take the law on political parties, there is a ban that foreign citizens and stateless persons cannot be members of political parties, including foreign financing of political parties," Baurzhan Turganbayev, acting director of the Legislative Department of the Ministry of Justice of the Republic of Kazakhstan said.

The Ministry of Justice noted that interference in the internal affairs of the state is not allowed according to international experience. The basic principles of this were laid down by the Venice Commission in 2009.
